This update in the algorithm of Google will affect the ranking only to slow websites, meaning that the ranking will not affect the sites by thousands of seconds apart, but the web pages that take more than 4 or 5 seconds in they will be the ones that really suffer from the consequences.
It is very clear that by the year 2019 the percentage of users from a desktop will be much less, so all sites should be designed primarily for mobile devices and loading speed will remain a key factor in SEO.
